Alexander Filatov was born in 1966 in the Orenburg region. He has two higher educations: in the field of industrial and civil engineering and oil and gas processing equipment. An employee of the central office and one of Gazprom's specialized subsidiaries, as well as a source close to the leadership of one of Gazprom's contractors, say that the reason for Filatov's dismissal was a discrepancy with Markelov in the vision of the department's development prospects. The Deputy Chairman of the Board defends the need to merge several departments of Gazprom into a single managing body and transfer the monopoly to the EPC contract system in work with key contractors for major construction projects. EPC-contracts (eng. Engineering, procurement and construction) involve "turnkey construction" at a fixed price, when the contractor takes over the entire cycle of work (design, procurement of materials and construction). At the same time, the customer has a minimum of authority to manage the EPC contractor or subcontractors.

The gas holding is preparing large-scale staff cuts in the central office. Under the reorganization and enlargement to a single department, it was supposed to bring at least three specialized departments: department 333 of Sergey Prozorov (responsible for construction), department 336 led by Andrey Skrepnyuk (design work) and department 121 of Mikhail Sirotkin (corporate costs). As RBC found out, the overhaul department can also be liquidated around the end of this year as part of this reorganization, if it is approved. The joint department, which will oversee issues of capital construction and work with EPC contractors, may be headed by Sergei Prozorov.

RBC's interlocutors claim that Filatov did not support Markelov's plan for such a reorganization and, without waiting for his own dismissal as part of the reform, wrote a letter of resignation "of his own free will." However, while the “road map” for such a reorganization has not yet been drawn up, two interlocutors of RBC know: a Gazprom employee and a manager of one of the contractor companies, since the document was not signed by Gazprom CEO Alexei Miller.

Two interlocutors of RBC in Gazprom claim that Filatov was fired due to staff reductions and received an order to dismiss him a month before leaving. He goes to work in one of the subsidiaries of Rosneft, which is responsible for capital construction, the interlocutor of RBC heard in Gazprom and in one of the monopoly contractors. Filatov is not in the central office of Rosneft, two interlocutors of RBC in Rosneft know. The process of applying for a job at Rosneft usually takes at least three months, according to one of them. It is worth noting that Gazprom should perceive the fact of Sirotkin's appearance at the workplace as a holiday. He spends a significant part of the year in foreign resorts: in Nice, in Tel Aviv, in Milan, in the Maldives, etc. And, of course, in Courchevel, which he loves so much. And certainly during these visits, many of which are made out as "business trips", Sirotkin is accompanied by young and beautiful girls.

In 2012, on "business trips" (as indicated in the accompanying documents) to Italy and other European countries, Sirotkin's campaign was made by Kristina Voronina, born in 1988. One would think that this is a new rising "star" of Gazprom management, which helped Sirotkin. But no. It turns out that Christina Voronina (pictured) is a beautiful fashion model.

Such trips had an extremely favorable effect on Voronina. After them, until then, a not particularly well-known model became a star. Her photos unexpectedly appeared on the covers of various magazines, in particular, in the Russian version of L'OFFICIEL. How business trips affected Sirotkin is hard to say. Still, he is a married man, his legal wife is the head of the property management department of PJSC Gazprom, Elena Mikhailova.

In 2013, Sirotkin changed his companion. Mikhail's new companion in almost all his "business" and private trips was a native of the Donetsk region Alexandra (according to the Ukrainian passport - Oleksandra) Chebotareva, born in 1993. This beautiful girl, before meeting Sirotkin, was a regular participant in various parties with big businessmen, but then she “settled down” and entered the Ostankino Higher School of Television. With this girl, Sirotkin visited Nice and Milan in the spring.

In the summer of 2013, for a short time, the top manager of Gazprom has a new companion. He went to Nice, accompanied by 19-year-old Angelina Firsova. Also a participant in parties, a student of the Russian Academy of National Economy and Public Administration under the President of the Russian Federation.

And then the Donetsk beauty Oleksandra Chebotareva again began to provide professional assistance on business trips to Sirotkin. In October 2013, she twice accompanied the top manager on trips to Geneva, followed by moving to the mountain resorts of France. At the beginning of November, the Sirotkin-Chebotareva couple purchased tickets for a flight to Phuket, where they planned to spend more than two weeks. But then the plans changed, as a result, Sirotkin and Chebotareva spent one week in November in the Vanoise National Park. Mikhail and Gazprom's volunteer assistant Oleksandra returned to Moscow for only a month, and on December 28 they again set off in transit through Switzerland to their beloved Courchevel. From there, the girl posted photos on her personal page on the Internet. It is clear that her high-ranking companion did not get into the frame. The couple rested until January 11, 2014.

The weekend, as well as Monday and Tuesday of the last week of January 2014, Sirotkin again spent in Vanoise Park, but with a new accompanying beauty. Helena of Olives, born in 1988, became his companion. The girl graduated from the Academy of Economic Security of the Ministry of Internal Affairs of the Russian Federation and looks simply charming in the tunic of a police lieutenant. When studying the travels of Mikhail Sirotkin in 2014, one might think that we are talking about a billionaire of the level of Roman Abramovich. The top manager of Gazprom became so rich last year that he finally switched from regular flights to private jets.

So, on March 12, 2014, he went to Geneva on a personal liner. On April 25, again on a private plane, Mikhail flew to the Maldives, where he stayed until May 11. June 27, Friday, Sirotkin went to Milan and returned on Sunday, June 30. For the weekend, a personal liner delivered the top manager of Gazprom to Italy and back to Moscow. The same private jet was at the complete disposal of Mikhail during the weekend from August 29 to September 1, 2014, when he visited Verona. On November 12, a personal vehicle delivered our hero from Rome to Moscow. The personal liner was at the disposal of Sirotkin and when he spent the next weekend from November 28 to 30, 2014 in Milan. During the New Year holidays, the top manager of Gazprom again relaxed in the ski resorts of France, however, he went there later than usual - only on January 5, 2015.

However, there is clearly more gas in the country than Mikhail Sirotkin has energy - so, in a global sense, everything described above, most likely, will not affect anything.

SELEZNEV'S CASTLE: HOW SIROTKIN WAS CHANGED FOR YERKULOV

Groups of influence in the board of Gazprom no less than in the Kremlin. Thanks to the results of their struggle, there is a redistribution of cash flows, received tenders and, most importantly, the number of kickbacks. As in government, the level of influence is determined by the level of proximity to the center.

When Alexey Miller, upon joining Gazprom, assembled his management team, a large number of places were taken by his former subordinates in the Sea Port of St. Petersburg and the Baltic Pipeline System. Appointed as heads of departments, members of the board and given the positions of general directors of subsidiaries, these personnel could not boast of suitability for their position.

But, enjoying the trust from above, they took root and were able to settle down in Gazprom's tanks. And if some of Miller's proteges flowed along the course he set, then the other part decided to take the oars into their own hands and rake them under them.

Seleznev and Sirotkin

Kirill Seleznev and Mikhail Sirotkin came to Gazprom almost simultaneously. Prior to that, Sirotkin worked for most of the nineties in legal services for commercial firms, after which he worked side by side with Seleznev in the corporate management of the port of St. Petersburg.

At Gazprom, Sirotkin got to the position of deputy head of the legal department, but did not pull it off and moved to the property management and corporate relations department. Such career growth has become a real gold mine for him and his family. When Seleznev took control of Mezhregiongaz, Sirotkin could not help but use his "nepotism" connections to bring his wife Elena Mikhailova to the firm.

We wrote earlier about what kind of business Kirill's cartel was doing in Mezhregiongaz. Sirotkin during this time was able to gain a foothold at the head of the tender committee, and then appeared on the basis of his Competitive Procurement Management Department, and, in addition, become the general director in the Krasnoyarsk division of the gas giant.

Because of this, he often had to be on business trips, which did not affect his marriage very well. After several years of working "on the plane", he got used to filling it with young models, greedy for gas money. Relations with his wife eventually turned into a purely business one, while Mikhailova's quotes in Gazprom are already much higher than what Sirotkin has.

Not smooth bribes

In 2013, Sirotkin's position was undermined by the case of the international persecution of Siemens. The German concern has been the victim of numerous lawsuits from the Swiss Prosecutor General's Office for kickbacks in construction since 2003. The Swiss arbitration called the Russian side responsible for “high-ranking Gazprom managers”, because of whose work the prices for the construction of the Yamal-Europe gas pipeline on the Russian side increased by 2-3 times.

Since the case was primarily associated with Lengazspetsstroy and other construction departments, which with gross violations were removed from the property of the company, the name of Mikhail Sirotkin was repeatedly indicated among the perpetrators. This ghost from the past with such an international coloring was very out of hand for Sirotkin.

Seleznev cleverly took advantage of this - Anatoly Erkulov came to Mezhregiongaz, which is responsible for most of Gazprom's construction projects. He headed the direction of capital construction and investment in Gazprom-Mezhregiongaz, which largely duplicated the functions of Sirotkin.

By that time, he was already a proven corruption fighter. His "successes" in delaying the construction of a science city in Peterhof, "freezing" funding and fighting protesters helped him get into Gazprom's Expoforum construction project. On this project, together with the chief accountant of the cartel, Natalia Konovalenko, they built a contract project for 400 million for the company Transstroy, where Yerkulov owns a quarter of the shares.

They wanted to get even more money by privatizing the land around the future construction site, but the prosecutor's office intervened in this matter. After joining Gazprom Mezhregiongaz and Investgazifikatsiya, his name began to appear more and more often in the press. Even the All-Russian Popular Front (ONF) dedicated a video to him from the meeting with Putin, when it became known about the withdrawal of 1 billion rubles, which were distributed among 46 similar projects of sports facilities.

In 2015, it was once again confirmed that Sirotkin's influence is not enough for independent work at the top. Andrey Kruglov, the former financial director of Gazprom, decided to leave his position in the Department, which he was transferring to St. Petersburg, and focus on the work of the deputy board of directors for finance in Moscow. Sirotkina was asked to marry him for a long time, but Seleznev did not lobby for his candidacy.

As a result, the place went to Alexander Ivannikov. After that, Sirotkin became limp, and most of the real work on tenders went into the hands of Yerkulov. And although he is still listed as the head of the same Department 121 (corporate cost management), now this vague wording means much less than it used to mean. And the position of deputy director of Mezhregiongaz Yerkulov approached the level of the leaders of the "parent company".

Regregion

Thanks to this reshuffling, Seleznev's already strong position has been added to power, and with it the amount of finance that can be channeled through his schemes. His henchman Yerkulov loves to be responsible for tenders and projects, which are almost always irresponsibly spent under him. This was the case at St Petersburg University projects, during the construction of Expoforum, and this is how it is now at all regional projects of Mezhregiongaz.

In addition to the high corruption component, objects under his patronage have a high downtime in terms of time - for this, Yerkulov was repeatedly “kicked” by the regional authorities of the subjects of the Russian Federation. But since the gasification of small settlements is not a priority project for either Kirill Seleznev or the head of Gazprom, the pressure of the authorities was always dealt with once or twice.

For Seleznev, the active "effective manager" Yerkulov is a very convenient working option. And although he is older than Sirotkin, he is already flabby and "full" in comparison with him, and in such cases as theft on an industrial scale, charge is the main thing. No friendship and family ties will get you far here. The fact that Sirotkin does not prevent Yerkulov from steering tenders and purchases affects the entire company. Contracts for hundreds of billions of dollars pass through his unclean hands, which are distributed according to the method of mutual responsibility.

Since the appointment of Yerkulov, almost all major contracts have been concentrated in the hands of STNG (StroyTransNefteGas), which is owned by Seleznev and Timchenko. At the same time, Ziyad Manasir was squeezed out of business, who was deprived of control over Stroygazconsulting. There are a lot of similar examples of interested influence on contractors and suppliers of Gazprom since Yerkulov's arrival, so it's hard to call it a coincidence.

Having "adopted" Sirotkin's work duties, he helped Seleznev take his corruption schemes to a new level. The work of STNG on the large projects Power of Siberia, Nord Stream-2, gas pipelines in Yamal and Sakhalin will bring Seleznev tens of billions, which Yerkulov will conduct both through procurement tenders for building materials and for the work itself. Yerkulov fearlessly transfers money from the corporate pocket to the personal one, receiving his share from the blue stream for this. For this, it was not even necessary to carry out painstaking work to squeeze Sirotkin from his position. It turned out to be enough just to make him sign and put a seal on any projects from the "Seleznev" deputy.
